What can I do to trouble shoot a problem before calling a tech? There is no cold air coimg out of the a/c. Air is blowing, just not cold air.

You can check if the breakers are tripped. If not then determine if outdoor unit is running. Can you hear the compressor? Is the fan(outside) running? Do you have a meter?
