well I just did a changeout with a new goodman 16 seer heatpump 3 ton with air handler. My problem consists of yesterday I had power at the indoor fan and everything working. I did not have time for the outdoor so I worked on it today. I did not turn the power off to.... the indoor .... i know i goofed ..... now I dont have voltage at the thermostat. the transformer is showing 28 volts i thought if I blew it it wouldnt show voltage I thoughtit was the transformer because of not turning the power off and possibly touching wires on the outdoor unit. Could it be anything else? please help homeowner not too happy!

low voltage fuse.

Most fancoils have a 5 amp blade type automotive fuse in the circuit board. Replace your fuse with a matching size.
