A/C unit is running but the fan is not. I placed it on the "ON" position and still did not hear come on. I checked the outside unit and found the line going into the house iced over. What's the problem? Any ideas?

First shut off breaker to OUTDOOR unit. When system is iced it could be caused by fan not running or fan could be running but unable to blow thru frozen coil(frozen for other reasons). You must first determine if blower is running. Then set stat to "fan on" and go to INDOOR unit and listen for the blower.You can put your hand up to the duct connections to unit and feel air blowing out or not. Check this and let us know. Do you have a meter? Do you have a zone system? How does your filter look?

I turned unit off last night to reduce freezing. Pipe was clear this morning. Turned unit on and still not fan. 25 minutes and pipes were showing signs of icing over. Filters have been changed. Turned unit off.

well it could be 1 of 3 things. You can test the stat by jumpering r and g together and see if fan comes on. If it does then it's a bad stat. If not then it's either a circuitboard, blower relay, a bad blower motor or a bad capacitor but you will need a meter to verify any of these things.
