We have a fairly new home that is 1-1/2 years old and have a Carrier heat pump. We just had it checked over for hot weather and the service technician suggested that we have a kick starter installed which would add to the life of the heat pump. Is this correct?

I think he's selling parts. Personally I wouldn't add one unless it needed one. Also there is no reason to believe that it will increase the life of unit.

Much depends on that age, size and compressor of the unit. Units of ~3 tons or higher with a reciprocating compressor will benefit from a "hard start kit". However you may find newer units are already equipted so check the description of what you bought. If your thermostat or condenser provide for a 5 to 10 minute wait between stop and start, you may benefit less. It's all about letting pressures equalize within the system.

If you notice the lights dimming when the condenser unit starts you should check that the gauge of wire from the main breaker box to the condenser is the correct size and all connections tight. I hard start kit will mitigate the length f the dimming but won't eliminate it. The kit (get a good one designed for your system) is ~ $60.
