That may be a time delay built into the heat pump. Are you sure the old stat didn't do the same thing?

The new stat isn't exactly an upgrade. I recommend a digital stat. (Jumper W2 to E)

No it never did that with the old thermostat.
Jumper from W2 to E did not help.

The W2 to E jumper only allows emergency heat to operate if it is ever needed. It was not intended to prevent the delay caused by your sequencer.
