Not a simple or SAFE job for the average person to do. The larger wires carry 240 lethal volts and the smaller ones 24 volts. He may have blown a fuse in the circuit board or damaged some other components. Best to have a pro do it and check the freon level etc. Feed him Kraft dinner for a few weeks to pay for the bill LOL.

If the brown and blue wires are no bigger than a pencil lead, it's the 24 volt control circuit and you can easily and safely fix it. Turn off the power to the furnace/air handler. Go to the furnace/air handler and look for the control board where the small wires from the thermostat connect. You should see labels like R, G, Y, C and maybe others. Find the thermostat wire that connects to that control board. Note the connections to the Y terminal. There should be 2 wires--one from the thermostat and another from the wire your husband cut. Note the color of the wire connected to the Y terminal going to the outdoor unit. Now do the same for the C terminal at the furnace/air handler.

Now outside find the two colored wires you saw inside at the Y and C terminals of the control board. Connect the wire coming from the indoor C terminal the the blue one and the other to the brown. Be sure to use wirenuts. Now try it.
