I have a Ruud heat pump model number UPNE-036JAZ and it will not come on for cooling. The indoor unit is running and blowing air but the outdoor unit will not come on. The circuit board has a flashing LED, which the information on the board says - High Pressure Switch - Manual Reset but according to all of my manuals the high pressure reset is automatic.
I am sure it is obvious by my post that I am not a technician. I am frustrated because the unit was only installed 2 years ago and the same thing happened last year. When the service tech came out he said it was just a simple reset. Of course, I didn't think to ask him to show me what he did.
What do I do?

The reset is below the refrigerant lines outside.
"Tip of the Day" Remember to remove power first.
