Ok, heres the deal - Unit has been running fine, then the other day started making a GRRRRRRR sound from the roof. - Turned the unit off - Turned it on today and not making the horrible noise, but not cooling. Went up on the roof and condenser fan not turning, but compressor seems to be humming. Gave the fan a helping start and it wound up to what appears to be full speed and the compressor seems to be operating as well with an ever-so-slight condensation noticable on the top of it, however, after letting it run for about an hour the house has not cooled and the air out of the vents doesn't feel any cooler than the surrounding air.
I guess the question is: could a weak start/run capacitor cause the unit not to cool if you get the blower fan working?
The unit was new in '04' and is a "Goodman" Rooftop PGJ series

it's possible, You would have to check the capacitence of the capacitor to rule it out. When the unit is off spin the blade. If it is stiff the bearings are shot. Repalce the motor and CAP.

The condensor fan is probably slowing down after you leave the roof and your compressor is now overheating and may get damaged. You probably need a new capacitor as they are cheap and get damaged by power surges.
