Inside, I have a trane xe 80. When I turn on the air conditioning, the air handler downstairs turns on, but the condenser outside does nothing. I am a poor mom, and would like to try to fix the problem myself, but I don't know where to start. One thing I should mention, the one wire I can see between the condenser and the house (brown) looks like it has been chewed on by my neighbor's cat. I cut out the chewed on parts, and spliced them back together. No such luck. Have any ideas for a girl who's virtually clueless?

Check breaker in main box, turn off and on even if not tripped, its one of the doubles.
All voltage off to air handler and condenser to splice wires, I will assume we have good connections there.
If indoor fan is running transformer is ok.
Drain pan float switch may be wired to shut down the condenser (outside).
Any other things are in the panels and high voltage or refrigerant issues.
Be good to your fellow man not nice there is a difference.

Was it at least 2 wires? Did you insulte them from each other when you spliced them back (red cannot touch white)
Have you checked your breaker?
When those wires are shorted they will usually pop your low voltage fuse if you have one. If you do not have a fuse (and Trane doesn't unless it is brand new) it will usually damage the transformer.
Can you turn the fan off from the stat, as well as back on?
