My 5-1/2 year old Carrier 58MVP060F114 variable speed furnace will no longer operate on the lowest fan speed, only a higher speed like when the furnace or A/C is on. We normally leave the fan "on" at the thermostat, and up until about a week ago, it would run non-stop at a very low speed, to keep air going through the electronic filter, etc. Other than that, everything works fine (A/C and heat).

This morning a service man came out and spent about 5 minutes with a nutdriver and screwdriver. He looked at the wiring to the motor, traced it back to the board and said it needed a new circuit board, $700 parts and labor. No electrical checks, just a visual (and the visual was that everything looks OK). I paid him for the service call, but am looking for a second opinion. Is there a more detailed diagnostic that should be done? Are there fuses, relays, etc. on the circuit board that can be serviced instead of a whole board?

That is a VERY high end complicated furnace which must be serviced by an experienced, qualified Carrier tech. The service manual I have for it is over 30 pages long and requires special test procedures. Find a better tech. No user replaceable parts on that board. May be a bad board, motor module or wiring harness etc.
