The Compressor on my HeatPump don't start but the fan is working on the external unit. Last fall I change the capacitor.
Can some one help me.

you may need another one .... oh and your compressor is dying, and pulling too many amps check for burnt wires and re fit them .... make sure all power is off to indoor and out door units. Or Compressor is dead. if it's hot it has been working.
