Why does my aux. electric heater strip in my air handler continually cycle on and off when my A/C is not running? Is this a normally function? Is it supposed to stop after a while? Because it doesn't seem too. I've removed my t-stat to make sure it's not sending a signal for it and it still cycles on and off.

No that is not normal, and it is a fire hazard. Better get a service company to look at it immediatly.
