The condenser will not start. This unit was new but installed by another company. Unit sat for 2 years suspect it has been raped and pilliged for parts. 24v is present from thermastat. High voltage is present at contactor. Defrost Board has been changed. Any ideas??

Is the capacitor good (is it even there?) Is the contactor pulling in?
If it ain't broke don't fix it!

Capacitor is there not sure if it is good?? How would I check?
