I have a 1300 sq foot house with a 3 ton compressor. The house was built in 1920, but i have recently added R-45 insulation to the attic. Half my house won't get cool. In the attic the blower has a plenum with two large ducts that go to the back of the house. The back of the house stays cool.
Above that Plenum is another metal box with two ducts that go to the front of the house. The front of the house just doesn't get cool.
Is it because of the double layered plenum? or something else? I have had HVAC techs take a look and they never said there was a problem with how anything was installed. The system is only 2 years old.
UPDATE: Cool air is blowing in the front of the house, and twice as cold and twice as strong air is blowing int he back of the house. The return duct is located in the front of the house.
This problem has existed long before the insullation was added to the attic. I just visually inspected all the lines and they are fine. I will post pictures soon.

If your ductwork is too big going to your cooler areas this tells me you have very little resistance to these areas and no pressure to push the cold air into the rest of the house.

Perhaps the insulation guys crushed the ducts to the front ares? Has it always been like this or is the problem new? Go to front and rear vents. Put your hand right on the registers. Airflow should feel similar at all vents, if there is considerably less air then there is a crushed duct or flex, kinked flex, closed damper. Could also be a poor duct design or undersized ducts but I would start with an inspection. You should visually inspect your ducts. Post results. If possible take pics of the ducting, upload them to photobucket.com, click on IMG code to copy it then paste code in your reply.

Hi, Is the cool air coming out of register on the front side? Where is return duct located? Air has to circulate properly for even cooling.

Cool air is coming out of all the registers, but just barely in the front of the house, and much much more strongly in the back.
The return duct is located in the front of the house.
