Carrier, 15+/- yrs.old. Propane heat/AC. What would cause the heating relay to activate when the t-stat is set to "off", and the blower on "auto"?

Are you saying that the heat is running in said circumstances? Is the furnace in the attic?

No heat running. Unit in the basement. With the t-sat off, the htg. relay remains on. I have to shut off the power to the unit.

I think you may be mistaken. If the heating relay was energized then the heat would be running. If you are referring to a humming/buzzing sound then that would be your transformer, which is normal. If it's too loud it can be replaced.

With the blower compartment door removed. I can see the relay click on when I flip on the power to the unit. It is an induced-flue furnace, and nothing else sounds like is going on, the flue fan does not come on. It is the heating relay according to the schematic. The t-stat is not calling for heat OR cool.

Carrier weathermaker SX Model no. 58SXA080-JG Series 100. My evaperator coil has been freezing up and alot of condensate water has ended up on the floor. The water does not seem to be anywhere near the control board-it seems to mostly collect in the return. Could they be related?

That is normal and not related to the frost. You should call a pro for that.

On most of the Carriers, if you kill power, then power it back up, the inducer will run for about a minute before cycling off for normal operation.

Inducer does not run, eveb when the heat relay clicks on. I'm totally stumped....
