What would cause frost on the lower coils and the low-pressure line, yet the top coils in the A-coil are warm to the touch?
Evap coils cleaned, blower running, condenser coils cleaned. Want to know what to consider before the tech gets here.

Sounds like the metering device could be starving the evaporator. I don't know the head pressures. Has the unit been recently serviced? Was it working ok before this? It could be a lot of things and a low charge as TnNATE1412 said.

Does it have a TXV metering device? What is the subcooling?

Possibly low charge for a first guess.
