Heat pump mounts worn out? - http://www.hvacmechanic.com/ Forums

My neighbor's heat pump is shaking the ground, foundation, and structural beams of my building. Even though it must be 10 or more feet away on the other side of a fence. (I can't see it).
But I sure as heck can feel the vibration of it, all throughout my unit, mainly in the floor. But it also is audible in some locations where the resonance is just 'right'.
So what can I do? Do the shock mounts on heat pumps wear out after so many years? It seems the worst this year than the previous 3 years I have been here. But it could be that he's just installed a whole new unit and this is the "way it is".
Any suggestions? If it is a worn situation, what kind of replacement cost are we looking at? I did find these guys, if it is a new unit: www.vibrationmounts.com .
I wonder if I have any legal rights since this is actually disturbing my peace. Somehow the constant 7 or 10 hertz vibration felt in your body, DOES get on your nerves, jangles you.
Thanks much,
