I had a new heat pump installed yesterday. It comes precharged for a 15 foot run. I have a run of 30". It looks like a little escaped during the hookup and they did not add any to the system. It runs very cool, but how do I know if it is low. Should they have added for the extra 15" and the little that escaped?

15 inches just barely would clear through a cinder block, maybe? The installer should have verified the proper operation.

They came back today and said that it was low and added r-22 to it. He said he put a little too much in, but that it would be ok and help with heating the house in the winted.

OMG. A little extra refrigerant is not ok. A/C unit have a specific charge. If the installer had upened up the installation manual, he would have had the data to properly charge the system. A little extra refrigerant will flood the compressor, wash lube oil of the bearings, and guess what.
