The outside unit fan motor is not working. It free spins, so I have ruled out locked up motor. The inside blower is running, but not blowing hard enough for me to tell if the air is cool.

I noticed water in my basement floor 2 days prior to the outside fan issue.

I believe my system has been hard wired.

I hope I have given you enough info. A/C is something I know very little about, so any education will be helpful. Thank you!

Is the compressor running or is nothing at all comming on? The water on the floor, is it comming from the indoor unit? Could be water leaking from the drain pan and possibly a float switch has intrupted the low voltage circuit to allow the compressor to come on. Check the water 1st. Did you check to see if the circuit breaker was tripped in the electrical box? If it is, stop and call a technician
