I currently have a Trane XR90 gas (propane) furnance (5 ton unit) and a 2TWR2 heat pump for my first floor (approx 2500 sqft). I'm in the process of looking to finish my basement, which is another 2200 sq ft and most of the contractors I spoke with want to tap off the existing HVAC duct work and install 14 registers for the basement. I'm not to crazy about this idea. One HVAC tech in the area recommended using baseboard electric heaters for the basement, but electricity is the most expensive way to go to heat a room/house. Others recommended doing both, tap the existing HVAC duct work and have a few registers installed and also install a few electric baseboard heaters.

Any recommendations?

There is not an unlimited supply of air conditioning that your 5 ton A/C can supply. Your HVAC system was designed for the exact square footage of you house. If you start adding additional branches to the ductwork, you are going to lose that much volume to the other spaces. Don't do it.
Purchase a seperate unit and ductwork for the new living space.

If you have the room to do it, i would add a system. with that much space the last thing you want to do is put that much more cfm on the existing system. If you have a 100amp service (panel) you should look into an all electric (heat pump).
