My condenser fan sticks when the unit turns on. If I push the blade slightly the fan will start working and get up to speed. The fan will continue to run until the unit cuts off. Then the sequence is repeated. The blades will not start unless I give them a slight push. Would this be a faulty motor or the capacitor or both? The motor is a GE 1/3 HP V208-230 5KCP29L downshaft.

Pull the disconnect to the condenser. Now use a pencil and spin the fan blade listening carefully. If the blade spins freely for 2 or 3 revolutions and is quiet, then the motor bearings are most likely okay. Start by replacing the run capacitor for the fan motor. Be sure you get an identically rated (voltage and microfarads) capacitor. Don't use the condenser until the capacitor is replaced or you risk damaging the motor.
