I am looking for some information on why there would be rust inside a backdraft damper? also if rust is around the outside of the pipe am I looking at the same problem. I have been told that there is different reasons for the rust in different locations in the venting system. Can someone explain?

Moisture from your chimney would be my guess. Or, the cold air combined with the hot exhaust causing condensation.
