Yes in Texas we have to run our AC till end of November some years. Has been unusually cool, but today got hot. Ran the AC and it didn’t cool. I checked breakers and outside cut off. It’s running outside, but noticed the condenser fan is blowing down into the unit rather than drawing air. I sat out and let it cycle to make sure I wasn’t crazy. What would cause the motor to reverse polarity like that? Also it seems the fan is drawing more power to get revved up.

shorted motor windings can cause this also.

That would most likely be a dead capacitor. It's easy enough to replace, and should solve the problem.

It's only a shock if your not expecting it!
