i have a 10 seer condensor and i would like to replace my inside air handler with an eletricheat insted of the oil heat
seems i can only purchase a 13 seer or higher as you all prbably know , will this be a major problem .. going with a 10 seer condensor and a 13 seer inside unit?

it best to do a direct match up, but you can get away with it. You typically have to add extra refrigerant to accomodate to the txv being used and larger capaticity evap coil. However its not economical to rely on electric heat from air handler the kw package would have to be sized to the btu required in house and it would get costly. Best to do a full conversion to a heat pump system. hope this helps. If you intend to use just electric heat it would work but be expensive.
