Just bought a house and the AC works great, but when we tried to use the heat only the inside air handler runs and not the outside unit.

The unit is a York E2FH030 heat pump. I had a technician out to look at it - he said it was probably the circuit board because it is receiving a signal to switch to heat, but there is no signal at the relay to turn on the unit. I am wondering if it is not something else because the board was already replaced once a few years ago. Does anyone have any experience with this type of problem?

The unit is not giving a fault code - the LED just continues to blink (with no pause), which I think is the normal state.

It's very unlikley you will get a answer to this from here I would suggest calling a tech that knows what he is talkling about.

It is possible a low-refrigerant safety is not letting the unit start. If you can find the electrical wiring diagram (schematic) and find the refrigerant level sensor you can briefly bypass it and see if the unit starts. DO NOT run it until you have a tech add refrigerant.
