I have two general questions:
1. The house I purchased has a 10SEER condensor hooked up to a 35 year old air handler/a-coil. Is this causing my problem of fighting to keep the house cool?
2. What equipment actually comprises the air conditioning system when you have hot water heat?

That's a pretty general question. IF the boiler warms the house and the A/C doesn't, then I would think so. There's only one way to find out, call a service company.
A/C components are: condensing unit, air handler, and refrigerant line set.
A hot water system should have: boiler, hot water pump, hot water piping, and some type of heat distribution coil.
