Replaced the blower relay (Model 821 on a Bryant 80-394u) and now only hear a relay closing when I move thermostat pointer to various positions.
Before, blower ran in Auto in Cool mode and in On in Heat.

Go to the furnace and open the blower compartment door. Look for the safety switch that is closed when the door is in place... be careful it's a 120 volt circuit. Now set the FAN to ON at the thermostat. Go back to the furnace and CAREFULLY close the blower compartment door switch. Do you hear a hum at the motor? Now try and spin the squirrel cage in the correct direction of rotation. Will it try and run on its own? If it does, you need to replace the motor run capacitor.
