outside fan gets warm but will not run -spins if blade started by hand - is it motor or starter capacitor?

Most likely the run capacitor as Silvertop suggested (there is no start cap on a fan). Be sure to get an identical replacement... mfd and voltage. And be sure to mark the wire connections. You may only have 2 or you may have 3. Note on a 3 wire capacitor (dual) there are labels stamped in the capacitor top. Be sure you not which wires go to which terminal.
