I cleaned my brothers furnace, janitrol on propane, and when i started it I noticed the burners were puffing back and the flame was burning back in the veturas I would blow them out, then another would do it. so I cleaned manifold,orfices, did get some rust out,started it again and set pressure to 10 inches,as it said on furnace, and it does better, but flame still jumps back. nice blue color, any ideas? It could be plugged as propane doesn't burn as clean as nat.gas. They are next to and sometimes impossible to clean. If it is 15 yrs old it may be cracked and that is why you are getting poor draft thru it. The inducer fan may be sucking air thru the crack. Janitrol is now Goodman and their heat exchangers have been real crappy over the years, held together by compression rings which usually fail. Sounds dangerous to me. Buy a Lennox G51 or G61V. Great furnaces, never have heat exchanger problems on those 2. Safety comes first.

If this has the inducer on a tray with the motor on top just under the burners pull the inducer, loosen the ignition and fan control and pull the panel just in front of the secondary. The left side of the secondary (plastic) needs to be checked, most likely cracked. If any of this scares you get a pro, it has to be put back together right if not cracked, not likely as the time is right.

More info needed: Age, low/mid/high efficiency type? Pilot light/inshot or tube burners?
Flashback is caused by an improper mixture and speed of mixing of the air and gas. I would also suspect a partially plugged heat exchanger which changes the draft thru the unit. You may also have a VERY SERIOUS issue of poor combustion which can produce CO Carbon Monoxide. Get him to buy 2 CO detectors ASAP and put one in his bedroom until you sort this out.
I am not a propane guy but we have a few here. Same principles as natural gas though.
