Before I change the control panel I read another suggestion about the fan chamber. Can anyone help? The control panel number I was going to replace was ST9103A1028. Another person posted he was having the same issue and replacing the circuit board did not help

By fan I assume you mean your forced air furnace blower. Correct? What have you checked so far? Is the tstat energizing the fan, or just the control module?
