York DH090....wont do anything....????

Hey everyone i am part of the facilities crew at a school, and we are trying to to as many in house repairs as we can to keep our costs down and keep you having to lay anyone else off....so with that said forgive me for lack of the right terminology and such....I have a York DH090.....with a simplicity control board, the unit will not do anything not even the fan will run... the control board has an error code (light is blinking 13 times) i think it is locked out....does the 13 blinks have a specific meaning or what is it telling me.....any and all help is appreciated.....
