Coleman 2.5 ton heatpump, unit is 9 years old

The outdoor thermostat next to the capacitor in the service area of the heatpump, is currently set at 5 Far, meaning -15 Cel
Yet, even at -12 C temperatures, the heatpump doesn’t run, only the auxiliary heat runs (furnace)
I need to manually move the thermostat up / down, to kick off the heatpump again.
Does the thermostat need replacement or the fact that it is a few degrees off, it is not the end of the world?
I can provide some digital pictures if someone needs them to help further
