Ambient thermostat on heatpump

Sorry guys, but I am a newbie..hence appologizing ahead of time if this is a "stupid" question

**also, I posted this in teh residential forum as well ...not sure which forum was the right one **

Coleman 2.5 ton heatpump, unit is 9 years old

The outdoor thermostat next to the capacitor in the service area of the heatpump, is currently set at 5 Far, meaning -15 Cel

Yet, even at -12 C temperatures, the heatpump doesn’t run, only the auxiliary heat runs (furnace)

I need to manually move the thermostat up / down, to kick off the heatpump again.

Does the thermostat need replacement or the fact that it is a few degrees off, it is not the end of the world?

I can provide some digital pictures if someone needs them to help further

Typically when the outdoor temperature is below the setpoint of the low ambient lockout the outdoor unit does not run - When the outdoor temperature rises above the setpoint (plus deadband) the outdoor unit is able to run in heat mode. As long as this switch still happens automatically - without adjusting the setpoint - then the control probably doesn't need to be replaced.
