Vent damper won't open/close completely on its own.

I have a Weil-McLain gas boiler/heater CG-6-SPDN Series 11 and the vent damper won't open on it's own all the way. I have to 'help' it just a bit by twisting the bar that goes through the damper pipe. I've taken the upper pipe off and there are no obstructions. Is there an easy fix or does the whole assembly have to be *
