Defective Condenser Fan Motor?

The condenser fan motor on my heat pump won't run although it spins freely when pushed by hand.

Checking the resistances of the windings reveals the following -

Common to Start (C-S)- 163 ohms
Common to Run (C-R)- 73 ohms
Run to Start (S-R)- 89 ohms

My online browsing indicates that the sum of the resistances of (C-S) and (C-R) should equal the resistance of (S-R), but this obviously isn't the case.

Should I assume that the motor needs to be replaced (the capacitor seems to be OK)?
