I have notice that the condenser blower motor does not shut off when the compressor shuts down.
The system seems to be cooling ok. THERMOSTAT CONTROL is operating so that is about 18 degrees difference between an air discharge and air intake. cycling is normal. I have an electronic sight glass and it indicates proper r22 fill. I have a schematic and there is a relay which appears to control the condenser fan. I have not opened the condenser to check inside for the relay because of the inclement weather
I have the gauges and a supply of r22. I have an electronics background and know how to do measurements and work on ac systems
Incidentally the suction tube at the outside has white frost on it. Humidity is 100% at this time. Could the fan relay have points that are stuck
Any help would be appreciated

Do you have an epa license to have r-22 refrigerant? Yes you contacts are stuck.
