1 1/2 ton ac unit high pressure on suction side

I am currently working on a ac unit that has high pressure on the suction side. refrigerant R22 . There Is Lots of cfm furnace fan . filter is clean. ducts are clear.it will not cool below 77 deg. F . the suction side is 86 . high pressure side 170 . condensation on suction line outside . will not shut off . i reclaimed refrigerant , pressure tested , pulled a vaccum , refilled ,restarted unit with The same result . Can high pressure side get to low pressure side or can someone offer a solution .
