The X13 motor is a DC motor and does not use a capacitor. There is a special tool to test and determine if the motor itself is defective or the inverter. Only HVAC techs will have this testing tool and once the problem has been determined usually only HVAC techs will have access to purchasing the parts. I can't vouch for what available over the internet.
