The outside condensing unit will not run, the fan turns freely and there are no clicks or buzzing coming from the unit...I checked the breaker its ok...I tested the capacitor its ok...Whats next *** Any and all help greatly appreciated...

Sounds like control voltage problem, try to determine if contactor for compressor and fan motor is pulling in if not 24v prob. disconnect the 240 to eliminate the risk of getting shocked before you go stickin your fingers in there.

Thanks heatseeker..... It was the contactor that burnt up.....$14.00 part....I wish all fixes was this cheap
