the run and start windings share a common terminal, hence the term. the start winding will have higher resistance than the run winding. reading between run and start is a reading of the two windings in series and therefore, the two resistances added together. com to start will read higher than com to run.

late, but i just realized we got away from the original question about amps. of course, discussion of resistance is the same conversation since amp draw on common is combined draw of start and run paralleled. therefore, run is just a portion of the current on the common winding.
