You seen to know the heat loss for the room and it seems to be 11,000 BTU/hr. How did you arrive at that figure? If it's accurate then you can determine the toe-kick baseboard needed because it delivers X BTU/hr per foot based on each manufacturer's product. Simple math tells you the linear feet of toe-kick you'll need. If you want more comfort, use cast iron, not copper with aluminum fins. Also consider a ceiling fan since all the warm air will be at the top of the room... 12' up.
