How old is the gas/carbon monoxide detector? You say... "You can smell the gas from the outside but not internally." Exactly what are you saying? Outside the house... outside the furnace... internally to what? Have you had any work done on the gas piping or furnace recently?
Try taking very soapy water and see if you can find the leak. Check each gas connection... elbows, unions... any place where two separate pieces of pipe meet. Slop the soapy solution on the junction and look for bubbles. Very slightly diluted liquid detergent is good for the soapy solution.
The detector may be reacting to CO, not the gas. Check that the flue is clear.
