Heatseeker, on your quote for 80% equipment, I would say you are correct for Canada as well.
High efficiency, bump up the price, 3-5 K depending on your set up and size.

4K for an all in price for a high effiency furnace instalation is average for western Canada.
Have you considered checking your hose ends and paperclip exploring the inside of the inducer barb for a debris build up first?.
