Have a 14 year old residential Carrier model 38txa

Outdoor compressor and fan work fine.

Blower in attic horizontal air handler just rotates about a 1/4 turn clockwise and counterclockwise continuously for a few minutes and then stops. When turned off and on again then the blower repeats the 1/4 turns.

Pan is about half full of water.

What do you think the problem is? What can I try?

If you an easily spin the blower wheel (squirrel cage) by hand, then buy a new capacitor for the motor. Turn off all power and remove the capacitor... it may be mounted on the motor or close by. There will be 2 wires connecting the capacitor to the motor.

Be sure you buy an IDENTICAL capacitor. Take it with you. You need the same microfarad value, voltage and physical shape. Look for an HVAC parts place like Johnstone.

Find where the condensation drains outside the house and then use a shopvac to suck and junk from the drain line. You shouldn't have standing water.
