Honeywell Stat

I have a Honeywell (mod #8321U1006) I have the installer 380 set to 1 and it will not work. The Stat is set to 40% humidify and reads 70%, and the AC will not start, the original worked just fine.
I bought this Stat in 2007 and it died in 2013 out of warranty. I bought a replacement and it dos not work, , I sent it back and they sent me another one (TH8321U1006) and that one dose not work either, 2 Stats cant be bad with the same problem, what am I doing wrong ????????

How is the thermostat powered? Are you connecting the Common and using the 24 volts AC for power or only the battery?

It is powered by C and Battery back up.

If you manually lower the temp below the house temp does the AC come on? Do you notice the relative humidity that's displayed changing?
Would you describe your exact heating/cooling system.
